I’m not a big fan of HP, but to see if it’s a good value would depend on the price. The specs are fine by themselves.
Yes, you can reuse the SD cards, once you’ve erased photo off them.
The camera will come with instructions on how to download photos and videos from the camera to your computer, so read the manual and paperwork when you buy your camera.
